By-laws School Education Committee
1. Purpose
1.1. The Our Lady of the Lakes School Education Committee shall examine and evaluate the educational offerings of Our Lady of the Lakes Catholic Grade School for standards of quality Catholic education, the goals of Our Lady of the Lakes Parish and the philosophy and mission statement of our school. To this end, the School Education Committee shall keep advised of the rules and recommendations of the Archdiocesan Office for Schools, Child and Youth Ministries, Our Lady of the Lakes Parish Council and other committees of the parish as is appropriate. The School Education Committee’s legitimate areas of concern shall include:

2. Composition
2.1. Membership. There shall be fourteen (14) members on the Our Lady of the Lakes School Education Committee.
2.1.1. Ex Officio Members. There shall be five ex-officio members on the School Education Committee. These are the Pastor, Principal, Parish Council liaison, Home & School liaison and Faculty liaison.
2.1.2. Elective Members. There shall be nine (9) elective members of the school Education Committee, serving three year staggered terms with seats to be filled by election each spring. Members newly elected to the School Education Committee shall be installed at the June meeting of the school year during which they were elected, after the completion of the opening prayer. They will then serve throughout the following three school years. No paid employee or spouse of a paid employee of the school program is eligible for elective membership. A member of the School Education Committee may not simultaneously be an officer of the Home and School Association, a member of the Parish Council or a parish trustee.
2.1.2.1. Dismissal. Elected members who withdraw from the Parish or resign before a term is completed, or who are frequently absent without good cause shall be dismissed from the Committee and replaced according to the guidelines set forth in this document.
2.1.2.2. Succession. Elective members of the School Education Committee shall be eligible to serve successive three-year terms as long as they are willing, and as long as they are re-elected in the parish at large elections.
3. Officers
3.1. Elections. There shall be three officers on the School Education Committee. These are Chairperson, Vice-Chairperson and Secretary. Each year, at the June meeting of the school year, as a final item of new business, all three new officers will be nominated and then elected by a majority vote of committee members who are presently serving on the committee. Newly elected committee members are eligible to cast a ballot. A quorum must be present. Newly installed members are eligible to be nominated for the position of Vice-Chairperson and Secretary only.
3.2. Mid-term Vacancies. Mid-term vacancies in officer positions on the School Education Committee shall be filled in the same manner in which officers were elected at the end of the school year. These replacement officers must meet the requirements for officers as set forth in this document and shall serve for only the remainder of the term of the officers they replace.
3.3. Terms of Offices and Succession. The term of office for all officers shall be one year, extending from the meeting immediately following their election until the last meeting of the year in which new officers are elected. Officers may succeed themselves in any one-officer position as long as they are willing to serve, and as long as the members of the board vote them in.
3.3.1. Chairperson. The duties of the Chairperson shall be to schedule regular monthly meetings by announcing them at the first meeting of the school year, set the agenda for those meetings in consultation with the principal and other members of the Committee, and conduct the meetings as set forth in the document.
3.3.2. Vice-Chairperson. The duties of the Vice-Chairperson shall be to fulfill the role of the Chairperson when absent. The Vice-Chairperson will also be the timer for open discussions.
3.3.3. Secretary. The duties of the secretary shall be to facilitate the taking of detailed notes of each meeting and the distribution of minutes well in advance of pertinent meetings to members of the School Education Committee, approved minutes to the Parish Council and other parish committees as appropriate.
4. Procedures
4.1. Meeting Frequency. The School Education Committee shall meet monthly during the normal school year. Special meetings may be called by the Chairperson upon the written request of at least three members of the Committee, which states the intended purpose of such a meeting. Notice of special meetings shall be sent to all members at least three days prior to the meeting and must state the time, place, and intended purpose of the meeting. No other business than that stated, as the purpose shall be conducted at such a meeting.
4.2. Meeting Structure. Robert’s Rules of Order shall apply. Each issue before the School Education Committee shall be open to comment and discussion by those parish members in attendance even though they may have no formal status on the Committee. Such comment and discussion shall be made subject to open discussion timing. The Chairperson shall establish a time limit for discussion prior to each issue.
4.3. Executive Session. The Our Lady of the Lakes School Education Committee shall retain the option and privilege of conducting executive sessions in deviation from the customary open meeting format. Executive session may be called upon the motion of the Chairperson or by petition of three or more members of the School Education Committee. Matters discussed in the executive session must never be repeated outside this session.
4.4. Subcommittees. There shall be standing subcommittees of the Our Lady of the Lakes School Education Committee from year to year. Faculty members will be on these subcommittees. The Chairperson for the purpose of efficiently distributing the committee workload may establish ad hoc subcommittees during the year. The Chairperson shall take into consideration the abilities and desires of various School Education Committee members in appointing them to subcommittees.
4.5. Quorum. Two-thirds of the members of Our Lady of the Lakes School Education Committee shall constitute a quorum for the transaction of business.
4.6. Voting. Each elective member of Our Lady of the Lakes School Education Committee in attendance at a meeting shall have one vote on any matter properly coming before the Committee for which the Chairperson shall poll a vote. Ex officio members will not have voting privileges. However, purpose of breaking tie votes of a duly constituted quorum. This procedure shall not govern election of members of the Committee, which shall be governed by Section 4.7.
4.7. Election of School Committee Members. Members of the Education Committee shall be elected by written ballot at the general election of Our Lady of the Lakes Parish. Ties shall be broken by written ballot of the School Education Committee. Absentee ballots for the parish shall be made available upon request at Our Lady of the Lakes Parish office a week before the general election and shall be submitted to that office by 3:00 p.m. on the date following the election. When a vacancy exists on the School Education Committee, an individual will be appointed by the Chairperson to fill the position until the next election. The Chairperson of the board will contact individuals who have indicated a desire to serve on the School Education Committee. Usually this will be the parish member who ran for the board at the last regularly scheduled election. If none of these individuals desire to serve on the board the Chairperson shall use their discretion to fill the vacancy. Members who are appointed to fill a vacancy will complete the term of the person they replace in order to keep the election cycle intact.
4.8. Amending by-laws. These by-laws may be amended by a majority vote of the entire Our Lady of the Lakes School Education Committee at a regular meeting subsequent to the meeting at which the change, addition, or deletion was introduced. These matters shall be submitted in writing as part of the agenda for the meetings and discussion may take place at either or both meetings.
